Tempo-local configuration — never written back to Allfred.
Capacity reporting population
Capacity reporting decides whether a person belongs in Tempo's capacity population at all (Available Capacity, Untracked, Over Capacity, Tracking Completeness, capacity composition). It never affects normal timesheet reporting. Effective capacity is a separate concept: a Tempo override, when set, always wins over Allfred's own capacity for dates on or after its effective-from date — earlier periods keep using whatever was effective at the time, so setting an override never rewrites history.
